A workshop was held by the Town Board of the Town of Moreau on August 20, 2003 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York, for the purpose of discussing the draft "Disposal of Waste Law".

Supervisor Gutheil commenced the workshop at 6:00 p.m.

The EPA is coming down to a short list of sites and the Board needs to decide if they want to try and regulate them, if so, determine where they are going to go.

The draft law from June 27th was reviewed briefly by the Board Members.

The affect this type of law would have on existing businesses should be considered. For example, our own highway garage in regards to oils, etc.

There may be some merit in requiring a long form EAF and technical expertise and engineering firm to guide us through it.

Industrial zone would probably be the least offensive place to allow this type of activity. The Board definitely doesn’t want to zone residential and agricultural areas for this. They also don’t want to word the law so that it sounds like we are condoning disposal of this type of waste.

Councilman Prendergast asked if it would be possible to limit the area and allow waste only generated within the Town of Moreau.

This was a question for Attorney Auffredou.

The Board decided to recess the workshop at 6:40 p.m. and continue it after the regular meeting.
