The regular meeting of the Planning Board, Town of Moreau, County of Saratoga and State of New York was held in the Town Office Building, 61 Hudson Street, South Glens Falls, New York at 7:00 p.m. on February 26, 2007. 

 

Planning Board members in attendance were Chairman Peter Jensen, Thomas Field, Gary Dickinson, James Edwards and Ronald Zimmerman. Others present: F. Joseph Patricke, Attorney Martin J. Auffredou.

The meeting was called to order by Chairman Jensen at 7:00 p.m. The minutes of the December 18, 2006 and January 29, 2007 were reviewed. For December, the final motion was corrected with the addition of "Motion carried." Mr. Field motioned to approve the December minutes as corrected, and the motion was seconded by Mr. Dickinson and unanimously approved. The January minutes were corrected to show that on Page 952, Mr. Field said "crowded." On Page 954, "This is more work than what the County has done." At the end of that page, Mr. Field said 100 yards, not 10. At the end of Page 955, Atty. Auffredou said that the Town has the option of 1 million gallons, not 100 million. Mr. Dickinson motioned to approve the January minutes as corrected, Mr. Field seconded, and the minutes were unanimously approved.

Chairman Jensen: Before we reopen the public hearing, I have not seen a response from the Town Engineer regarding this project. Mr. Patricke did we receive a report?

Mr. Patricke: No, we did not.

Chairman Jensen: Therefore I am not in favor of reopening the hearing or making any motion on SEQR without the engineer’s report. The hearing will not be reopened until we receive all of our information. I request that the Board receive a written response from Mr. Burley with what he has reviewed, what he has found, and his recommendations regarding the totality of this project, not just the traffic study. For your edification Mr. Robinson, in order for us to make a complete and accurate decision, I think we would need to have in our possession a statement from the Town of Moreau and Village of South Glens Falls, and probably the City of Glens Falls regarding the ability to either provide or accept water and sewage. We need comments as to their ability to provide for this project to make our decision. Doable?

Mr. Robinson: I think. We do have a letter from Glens Falls citing the price, and I think Mr. Patricke has a copy of it, for sewage. And we have a map planner report about sewage district plants in Tim Burley’s hands. He has had the water district map. South Glens Falls has said we won’t be able to get water, so we are connecting a water line from Bluebird Road to Sisson Road so that we can get water from Town of Moreau.

Chairman Jensen: In order to at least complete our file, you have a letter saying No?

Mr. Robinson: South Glens Falls is willing to give us water. I don’t know if there’s something written. Maybe it’s the Town that’s not interested.

Chairman Jensen: Regardless, we need a letter from each of those entities.

Mr. Robinson: Do you want copies of the map plans and letters?

Chairman Jensen: Mr. Patricke loves paper.

Mr. Patricke: The Town engineer reports to the Town Board on the map plans. The Village is not involved because the Town decides what the water source is, and they have decided that the water source will be the Town of Moreau. It is no longer an option for him to seek water from the Village because the decision should be made by the Town.

Chairman Jensen: Shouldn’t it be documented?

Mr. Patricke: We can get a letter from our Town Board stating that that’s where the water will come from.

Atty. Auffredou: I don’t know how old the letter is from City of Glens Falls, so we do need to everything documented and current in the file. The Board might like something more up to date. The latest position on water and sewer.

Mr. Edwards: The issue is knowing whether there is adequate sewage capacity?

Chairman Jensen: Correct. Is that doable for our next regular meeting?

Mr. Robinson: We’re sure going to try. We need a letter form Glens Falls but not the map plan reports?

Mr. Patricke: Those go to the Town Board.

Mr. Robinson: OK

Atty. Auffredou: And something from the Town Board on water.

Chairman Jensen: Indicating that there is availability of water from somewhere, we don’t really care where. Any further questions of us? Our next meeting is March 19th.

Atty. Auffredou: Would you like a letter from this Board to Tim?

Chairman Jensen: Yes.

Atty. Auffredou: Is there a date by which the Board should have that recommendation from Mr. Burley?

Mr. Patricke: Two weeks prior to the meeting, March 5th.

Chairman Jensen: As long as we get it in time to review, it is a little short for the next one but we would like to have those in writing.

Mr. Patricke: I will be out of town until next Friday, so you won’t see it until after that.

Chairman Jensen: On a worse note, the planning Board will be losing the service of Tricia Andrews. I want to thank you for your service and wish you luck. We will see you in March.

Motion to adjourn was made at 7:22 p.m. by Mr. Field and seconded by Mr. Dickinson.
