A month-end meeting of the Town Board of the Town of Moreau was held on June 29, 2006 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York.
At 3:30 p.m. the following Town Board Members were present to review vouchers and ask questions of the department heads in attendance.

At 4:00 p.m. the business portion of the meeting began.
Supervisor Gutheil mentioned that Rick Stockdale may be available to work for the Town. He last worked for the Town in April 2005. We could use him as a back up laborer and Transfer Station fee booth attendant and at the Rec. Park as a night attendant.
A motion was made by Councilwoman Baker and seconded by Councilman Kusnierz to offer the position of seasonal laborer at the Transfer Station at $12.50 per hour and seasonal laborer in the Recreation Department at the recreation laborer’s rate with no benefits and subject to successful completion of a pre-employment physical.

A motion was made by Councilwoman Baker and seconded by Councilman Kusnierz to reject all bids received for the purchase of a cab and chassis, dump body, snow plow and equipment and 16’ walk-in van.

A motion was made by Councilwoman Baker and seconded by Councilman Kusnierz authorizing a loan in the amount of $1,033,910.00 from the Landfill Fund to Water District 6 Capital Project Fund, if needed, to pay pre-audit in July expenses associated with the Water District 6 Capital Project vouchers. [Note: It is the Town Board’s intent to pay this amount out of the new loan money for the Water District 6 Project if possible]

A motion was made by Councilman Prendergast and seconded by Councilwoman Baker to re-instate Thomas Geraghty as a permanent employee in the position of part-time court officer at $8.50 per hour.

A motion was made by Councilwoman Baker and seconded by Councilman Hewlett authorizing an increase in revenues and expenditures in the amount of $294,312.00 in the A1620.2, General Fund, Buildings and Equipment and A3004 General Fund, Mortgage Tax, due to excess mortgage tax received in the first semi-annual payment of 2006.

[At the 7/11/06 meeting Supervisor Gutheil clarified re: the above transfer of excess mortgage money by stating that he didn’t want the public to think we were approving this twice, because at the next meeting we they approved the exact amount. He also noted that the resolution above re: a loan from the landfill fund in the amount of $1,033,910.00 this loan was not needed. The money from EFC should be wired by Friday.]
A motion was made by Councilwoman Baker and seconded by Councilman Kusnierz authorizing a loan in the amount of $25,000.00 from the Landfill Fund to the General Fund to cover expenses associated with the remaining cost of $8,688.00 to purchase of 349 Reynolds Road and $16,312.00 to cover additional expenses associated with the renovations and purchase costs of the building.

If three signatures cannot be obtained on the Voucher #1267 in the amount of $389.56 then it will be paid pre-audit in July.
