A meeting of the Town of Moreau Water Committee was held on June 30, 2003 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York.

Supervisor Gutheil opened the meeting at 3:00 p.m.

The topic of discussion was Water District 5 and fees for connections. In particular the Sweet’s Mobile Home Park on Route 9 was discussed. Mr. Sweet recently hooked up the house that is on Route 9 in front of the mobile home park to the public water system. The house and mobile home park are on one parcel of land on the assessment roll and the application he filled out was for only the house. He has since connected the mobile homes to the same water line that connects to his house. The Town Representatives and Mr. Sweet have been in contact with the New York State Department of Health. It was mentioned at this meeting that we may be okay as long as the Town’s responsibility and liability ends at the curb box, but if we allow this to continue it could affect our fees, capacity and billings. In the current code a typical residential connection fee is $400.00 per lot and this fee may have to be reviewed for commercial uses. This is not a typical residential connection it is commercial. The fee would cover the meter pit, meter, tap and storage. Mike Shaver will follow up with New York State Dept. of Health, Attorney Auffredou and Tim Burley. The Town doesn’t want to set a precedent.

It was also mentioned that Mr. Morris, owner of Toadflax, has been thinking about connecting to the public water system for his nursery. Councilwoman Baker wondered if we would charge the agricultural rate for usage? Supervisor Gutheil said the Board should take a look at that rate.
