The regular meeting of the Planning Board, Town of Moreau, County of Saratoga and State of New York was held in the Town Office Building, 61 Hudson Street, South Glens Falls, New York on May 21, 2007

Motion by Mr. Field to approve as amended. Gary Dickinson seconded

Item l - Update on Leonelli Apartment Complex
- Mr. Jensen - 2 page comment from Mr. Burley - Town Engineer
- Garry Robinson - Project Engineer addressed the Board, and reviewed the
Burley comment letter dated 5/18/07.
Mr. Robinson went through the memo point by point and he discussed
how they will address each of Mr. Burley's questions or comments.
Mr. Robinson said they are all pretty reasonable questions and no "deal
breakers."
Mr. Jensen stated that the Town is hiring a consultant to review the traffic report.
He expects to receive the report from the consultant prior to the next
meeting, With the response from Mr. Burley, he is not inclined to
review SEQRA. Hopefully, the board will be able to continue review at
the next meeting. Mr. Jensen does not recommend moving forward in
the absence of all the information.
Mr. Robinson - We would like to know what issues the Board has with this
project.
Mr. Jensen - There will be issues and opinions, but they must be based on fact,
We need all information before we can make a decision. Decision needs
to be based on applicable law.
Mr. Edwards - We still have our opinions on storm water and how the site fits.
In response to a question from Mr. Edwards, Mr. Robinson stated there are a
few. A swale was also discussed.
Mr. Edwards expressed that the swale is so long and flat that it will overflow. It is
vulnerable to sedimentation.
Mr. Robinson - The swale will have to be maintained
Mr. Field - raised a question about certain storrn water discharge and is it treated
and in the calculations.
Mr. Robinson said no.
The next meeting is June 18, 2007.
Mr. Jensen said he would allow a brief question from the public.
Mr. Richard Hughes - My concern is you are tapping into the natural gas line. 20
years ago Ni Mo didn't think there was enough gas.
Mr. Robinson - We need to speak to National Grid. He believes they will do what
it takes to bring gas to the complex. Ni Mo must supply gas so if they
need to increase the volume of gas to meet all needs.
Mr. Patricke asked when the applicant will go to Ni Mo.
Mr. Robinson said they have to get water supply to
and sewer and then they go to Ni Mo. (amended by PB 8/20/07)
Mr. Robinson had no other questions or comments.
Item 2 - Peter Bonzinski, 57 Sisson Road
Adult/Senior 236 Bluebird Road proposed multi family dwellings and a senior day
care service.
The site is roughly 1.8 acres in size.
Upstairs space is for office use. The dwellings will be restricted to senior
occupancy.
The two family dwellings require a SUP from the ZBA.
If a SUP is approved by the ZBA, the applicant will return to the PB for site plan
review of the senior day care facility.
They need 2 acres under the code. A variance will be needed.
Mr. Field brought up the parking requirements in § 149-47 at 14960. 1 1/2
spaces for each dwelling.
Mr. Field stated that it appears they meet the paving
parking requirements. (amended by PB 8/20/07)
Mr. Bonzinski stated the facilities will accommodate 10 to 20 clients. 20 is the
maximum. Hours of operation, are 7-5 M//F and possible weekends.
They will offer a shuttle service. Clients don't have to live in Moreau.
Planning Board discussed coordinating SEQRA review with ZBA. Applicant will
discuss necessary applications with Mr. Patricke. The process could take
120 days for all reviews.
Other Business -
Mr. Zimmerman discussed soil, conservation and water district. A handout was
reviewed and discussed.
Motion to close by Mr. Zimmerman. Seconded by Mr. Field. All ayes.
