A workshop was held by the Town Board of the Town of Moreau on November 19, 2003 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York, for the purpose of discussing proposed local laws regarding mining, waste disposal and dogs.
The workshop was commenced at 7:00 p.m.

Attorney Auffredou had prepared and distributed to the board another draft of the proposed revision to the current dog law. The proposed revision would delete the following words from Chapter 59 of the Town of Moreau, entitled "Dogs", Section 59-1(A): "or unless accompanied by its owner or a responsible person able to control the animal". The new wording would simply read that dogs must be restrained by an adequate collar and leash.
Mr. Jim Oakes the Town Resident who requested a change in the law would be given the proposed revision. If Mr. Oakes didn’t object then the board would proceed with changing the law.
Very brief discussion ensued regarding the proposed disposal of waste law. Supervisor Gutheil thought about situations like the GE/Moreau site where they are pumping water from within the encapsulated site, testing it and then putting it back into the acquifer. Would this be considered dewatering? He wondered if wording, such as, "except by waiver of the Town Board", should be considered. The board would look into this.
Finally, the moratorium on mining was discussed very briefly. The moratorium expires 2/24/04. The board has to make some progress relatively soon a new mining law.
It was the consensus of the board that Joe Patricke should outline areas that have natural resources conducive to mining activities. Upon receipt of the information the board could review it and determine what areas should be zoned to allow this type of activity.
