A water committee meeting was held by the Town Board of the Town of Moreau on November 24, 2003 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York.
Supervisor Gutheil opened the meeting at 6:30 p.m.

Water District 1 Rates were discussed.
Supervisor Gutheil advised that there is $25,227.00 in estimated revenues for this district with no fund balance. He divided an average consumption per year of 8,000,000 gallons by the $25,227.00 in estimated revenues and arrived at a rate of $3.15 per 1,000 gallons, without any fund balance. It appears that the small users are subsidizing the larger users.
There was discussion on lowering the minimum charge for that district. Whatever is decided, the change should be feathered in over a two-year period.
Mike Shaver was directed to write a letter to every water customer in the district that is paying more than the minimum charge, explaining to them that they have had the benefit of buying water at less than cost. This has to be curtailed and the water rates will be going up.
