A Public Hearing on the Preliminary Budget for the Year 2004 for the Town of Moreau was held on November 3, 2003 by the Town Board of the Town of Moreau at 61 Hudson Street, South Glens Falls, New York.
Supervisor Gutheil opened the Public Hearing at 6:30 p.m.
The Town Clerk called the roll, which resulted in the following Town Board Members being present or absent:

The following legal notice was published in the Glens Falls Post Star Newspaper on October 27, 2003:
OF MOREAUTOWN
NOTICE is hereby given that the Town Board of the Town of Moreau, County of Saratoga, State of New York, will hold a Preliminary Budget Public Hearing for the fiscal year beginning January 1, 2004 on November 3, 2003 at 6:30 p.m. in the Town of Moreau Office Building, 61 Hudson Street, South Glens Falls, New York. At such hearing any person for or against any item therein contained or in favor or against said budget as compiled may be heard. Further notice is hereby given that said Preliminary Budget will be filed in the office of the Town Clerk at Town Hall, 61 Hudson Street, South Glens Falls, New York, on October 31, 2003, where it will be available for inspection by any interested person at all reasonable hours. Copies of said budget would be available for distribution at the Preliminary Public Hearing to be held on November 3, 2003. Pursuant to Section 113 of the Town Law the proposed annual salaries for 2004 of Elected Officials are hereby listed as follows:
Councilpeople 4 @ $9,000.00 ea.
Town Justices 2 @ $21,800.00 ea.
Town Supervisor $40,000.00
Town Clerk $33,300.00
Highway Superintendent $41,394.00

Supervisor Gutheil asked if there was anyone present who wished to be heard. There was no one present from the general public who wished to be heard for or against the Preliminary Budget.
Supervisor Gutheil stated that this was the first time the Town has been able to eliminate the highway tax. A lot of this has to do with the increased sales tax revenues.
Supervisor Gutheil pointed out that the board authorized $800,000.00 to be sent down to the county to lower the county tax rate.
Supervisor Gutheil stated the board could take another look at the Water II budget. It appears there would be a fund balance in that account and some of the possibilities for utilizing that fund balance would be:
Tank Recoat
Look down the Road
Reduce Water Rates
Fran Thibodeau advised the board that they needed to decide soon what health insurance plan they were going with, she has to deduct from the employees in December.
Supervisor Gutheil asked again if anyone wished to be heard on the Preliminary Budget. There was no one present from the general public who wished to be heard for or against the Preliminary Budget.
Supervisor Gutheil adjourned the Public Hearing at 6:42 p.m.
