A budget workshop was held by the Town Board of the Town of Moreau on October 30, 2003 in the Town Office Building, 61 Hudson Street, South Glens Falls, New York.
Deputy Supervisor Prendergast opened the workshop at 4:25 p.m.
The Town Clerk called the roll, which resulted in the following Town Board Members being present or absent:

Harry G. Gutheil, Jr. Supervisor (arrived at approximately 5:00 p.m.)

Also Present: Fran Thibodeau, Bookkeeper/Payroll Clerk; Jeanne Fleury, Town Clerk; John Weber from Capital Financial.
John Weber discussed with the board their options for health insurance next year. He would come up with some budget figures and suggested the board budget a 15% increase in health insurance costs for now and they could carve away at it, at a later date.
Supervisor Gutheil arrived at approximately 5:00 p.m.
The Water Superintendent had requested a clothing allowance. The board discussed this request briefly. Supervisor Gutheil didn’t see why they couldn’t review clothing allowance requests on a case by case basis and then if approved find money in the budget for this purpose, rather than budgeting a line item for this.
Discussion followed on a request from Councilman Hewlett to be added to the Town’s health insurance.
Councilman Prendergast mentioned the fact that approximately $80,000.00 was paid out to-date for services rendered by the attorney for the Town and suggested reducing his contract by $10,000.00 next year. After checking the budget balances to-date it was discovered that only $40,000.00 had been spent on general matters and the rest was related to FOIL Requests. According to Councilman Prendergast this put a different light on it for him.
Following brief discussion the workshop was adjourned at 6:20 p.m.
